March 9, 2004

 

The regular meeting of the Lawrenceville Town Council was called to order on March 9, 2004, at 7:30 p.m. by Mayor Keith W. Clarke with the following present:

 

Mayor Keith W. Clarke; Council members: Joyce D.Bland, H. B.Brockwell, Jr., John J. Miller, Jr. and Michael F. Moorman;  Town Attorney, W. C. Outten, Jr.; Town Manager, C. J. Dean; Administrative Assistant, Wanda Johnson; Town Clerk, Alice B. Talbert, citizens and the press.

 

Absent: Council members:Wilbur Hardy, Woodrow Packer and Robert F. Pecht,III.

 

Mrs. Talbert opened the meeting with prayer.

 

Roll was called.

 

Mrs. Talbert stated that the minutes of the previous meeting needed to be changed to indicate that Mr. Moorman was absent.  A motion was made by Mr. Miller and seconded by Mrs. Bland to approve the minutes with the correction, suspend the reading and file.  This carried by all ayes.

 

Mr. Reid, owner of property at 108 Church Street, had asked to be on the agenda to express his concerns on a storm drain located on the Church Street side of his property.  Mr. Reid stated that he had talked with Mr. Dean concerning the storm drain and the problems he has with water running into his property and causing a 3’ hole.  Mr. Dean reported that he had talked with Richard Moody of VDOT concerning this.  Mr. Moody could not attend the meeting tonight but could meet next week.  Mr. Reid stated that he wants to be cleared of all  liability if anything happens on his property due to the 3’ hole caused by the storm drain.  Council asked Mr. Dean to set up a meeting with Mr. Reid, Mr. Moody and the streets committee for next week.

 

No other citizens asked to be heard.

 

Mr. Dean reported that when the last paperwork was to be signed for the Scotts CDBG grant, Scotts was unwilling to commit to 25 full time jobs with benefits.  Department of Housing was notified that we would not be accepting the grant funds.  Scotts is still interested in connecting to Town water.

 

Mr. Dean also reported that some payments had been received but Saint Paul’s College but they still owe ½ of the December bill and all of the January and February bills.  After a discussion on the cut off policy, Mr. Dean was asked to write another letter to the College explaining our policy on cut off and requesting a plan on their payment of the past due bills.

 

A request had been received from Emergency Services and the Lawrenceville Fire Dept. requesting that the agreement with the antenna placement on the prison water tank be made permanent.  Mr. Dean was asked to set up a meeting with the property committee and Emergency Services and himself to go over the agreement and report back to Council.

 

Mr. Dean had received a request from the County asking if the Town would relieve the tap fee for 16 water and 16 sewer connections to help in their application for a Block Grant for Green Acres.  Mr. Dean explained that the Town would still charge for labor and material.  The amount to be relieved would be $19,200.  A motion was made by Mr. Moorman to forgive the tap fees at  Green Acres.  This was seconded by Mr. Miller. This motion carried by all ayes.

 

Mr. Dean reported that the paving on Windsor would be done by mid April.

 

In Mr. Pecht’s absence, Mr. Moorman stated there was no report other than the financial statement in the packets.

 

In Mr. Packer’s absence, Council was given copies of the fire report.

 

Copies of the police report were included in the packets.

 

Mr. Moorman asked that the report on the color scheme for the new water tank be tabled until the next meeting.

 

The water/wastewater, safety and airport reports were in the packets.

 

Mrs. Talbert reminded everyone of the blood drive to be held on March 19th at the Lawrenceville Baptist Church from 1 p.m. until 6 p.m.

 

A motion was made by Mr. Miller and seconded by Mr. Brockwell to pay the bills as presented and charge to the proper accounts.  This was carried by all ayes.

 

Mayor Clarke stated that request had been received asking permission to use the airport on May 5th by the Lions Club for their annual Seafood Feast and from Brunswick Academy on May 19th for their annual Virginia Beef and Dairy Festival. Both will obtain liability insurance naming Lawrenceville and Brunswick County as additional insured.  A motion was made by Mr. Moorman and seconded by Mr. Brockwell to approve the use for both festivals contingent upon the County’s approval.  This motion carried by all ayes.

 

There being no further business, the meeting was adjourned by a motion from Mr. Moorman and a second by Mr. Brockwell.
